With utmost respect, we write on behalf of the people of Southern Azerbaijan, especially its young generation, with hearts full of hope. Our aim is to draw your attention to the aspirations and peaceful struggle of a nation that, for over a century, has been systematically deprived of its fundamental rights under the rule of Persian-centric and dictatorial regimes—first during the Pahlavi monarchy and subsequently under the Islamic Republic of Iran.

 

As you are aware, approximately 30 million Azerbaijanis residing in Southern Azerbaijan in their ancestral homeland possess a distinct and rich historical, linguistic, and cultural identity. Over the past century, this nation has been subjected to systematic denial of identity, prohibition of education in their mother tongue, structural discrimination, political repression, and unfair exploitation of their natural resources. Iran’s governance structure is designed such that even with regime or power shifts, these injustices persist structurally.

This situation constitutes a clear violation of fundamental principles of international law, states’ obligations to human rights, and the recognized right of peoples to self-determination.

The new generation of Southern Azerbaijanis, inspired by the historical struggles of free nations—including the United States—for independence, liberty, and the rule of law, peacefully seek the realization of self-determination and the establishment of a modern, democratic republic founded on rule of law, political pluralism, and full respect for human rights.

We, the Republicans of Southern Azerbaijan, firmly believe that a peaceful transition to a just order—one that guarantees freedom and the rights of all oppressed peoples—is the only path to lasting peace, regional stability, and the preservation of human dignity. This is especially vital for non-Persian peoples, who constitute more than half of the population of what is commonly referred to as Iran.

The Azerbaijani people understand that certain so-called democratic movements within the Iranian opposition—movements that do not recognize the language, identity, or even the existence of non-Persian peoples and lack concrete programs for genuine reform of Iran’s multinational governance—may in practice reproduce non-democratic structures and create further regional instability, violence, terrorism, and internal conflict. While these movements may outwardly promote change and democratic rhetoric, they provide neither a guarantee for the freedom of peoples nor the ability to ensure lasting regional security.

Careful attention to the legitimate demands of oppressed peoples and avoiding the reproduction of centralized and Persian-dominated models is crucial for building a stable, just future based on peaceful coexistence in the region.

Forward-looking and influential leaders, including yourself, can profoundly impact the trajectory of regional developments by recognizing these realities and pursuing policies grounded in freedom, justice, and equality.

The people of Azerbaijan, as a friend of the United States and a partner in promoting regional peace and stability, expect that decades of their civil struggle for rights—alongside other oppressed nations—will receive serious consideration from the international community in the pursuit of freedom, human dignity, and lasting peace.
